what are the  necessary & sufficient conditions for something to be a locative clause?

I guess it has to do with a place/location case marker.
Maybe also phrases with 'where'?
I can't find a definition anywhere (I usually just refer to the SIL dictionary, which is sorta bogus anyway)\
